STATE REPRESENTATIVE 3RD DISTRICT | ASSISTANT MAJORITY LEADER
Luis Arroyo was born June 13, 1954, in Corozal, Puerto Rico. At 5 years old Luis and his family migrated to Brooklyn, New York where he attended PS156 until he and his family moved to Chicago, Illinois when he was 13 years old. He attended Pulaski Elementary School and eventually Tuley High School which is now known as Roberto Clemente High. After receiving his General Education Diploma, Luis and his family opened Arroyo’s Restaurant on the Northwest side of Chicago. He was then hired by the Department of Water Management and worked tirelessly, earning several promotions. He was also a member of the International Union of Bricklayers and Allied Craftworkers.
In 2006, Luis was appointed Illinois State Representative of the 3rd District. He has been re-elected to four terms and in January 2017, Luis was elected Assistant Majority Leader of the General Assembly.
Rep. Arroyo has in the past signed one of the most historic Capitol Bills for roads and bridges on the Tollway. He was a member of the Special Appropriations Budget Committee Work Group, an Executive Committee member, and former Chairman of Appropriations for Public Safety. Throughout his life, Representative Arroyo has been presented with many distinguished service awards such as: HACIA Leadership Award, American Council of Engineering Companies of IL President’s Legislative Man of the Year Award, Hispanic IL State Law Enforcement Association’s President’s Award, IL Public Transportation Association Legislator of the year, the IL Hispanic Chamber of Commerce Award and many more.
Luis is someone who prides himself as being highly involved throughout the neighborhood. Representative Arroyo has secured $1 million for a playground at Mary Lyon Elementary School, $1 million for Shabbona Park, $7.3 million for updates and improvements to the Healy Metra Station, and he helped Steinmetz College Prep in opening the PCC Community Center.
Of all of these achievements, Luis maintains that his greatest achievements are his marriage to his loving wife Maribel of over 25 years, his three children Luis Jr., Denise, Alberto, and his four grandchildren.
